Late in 1978, she began petitioning for a consumer education stamp to make the public more aware of her program. Because she mainly targeted minorities, such as Hispanics and African-Americans, she wanted two stamps printed - one in English and another in Spanish. The stamp's production was held up for several years while the Postal Service and the Citizen’s Stamp Advisory Committee deliberated as to whether the U.S. should begin printing stamps bi-lingually.
